Probe into Gihan Pilapitiya may freeze Ranjan Ramanayake!

Embilipitiya High Court Judge Gihan Pilapitiya who is on service suspension lodging a complaint with acting IGP C.D. Wickremaratne on January 09, 2020 had requested an investigation into the circulation of a phone conversation supposedly between him and former state minister Ranjan Ramanayake on social media and threatening supposedly posed by Ramanayake in the years 2015-2016. The Magistrate had also requested to submit reports on investigations conducted during 2015-2016.

The acting IGP accordingly had appointed senior DIG T.M.W.D. Thennakoon for the investigations. The attorney general had instructed the Colombo Crimes Division to obtain a court order to make the arrest on Pilapitiya after reviewing the statements delivered by Pilapitiya for over six hours. 

However, the field of law itself stood in resistance over the arrest as many lawyers took into the streets against what they called an arbitrary action by the attorney general.  

Accordingly, the arrest on Pilapitiya was barred, however, the acting IGP appointed a committee comprised of senior police officials to act according to the instructions by the attorney general. 

As the investigations are being carried out by the committee, statements from senior DIG T.M.W.D. Thennakoon, retired IGP N.K. Ilangakoon, president of bar association of Aluthkade Magistrate Court Attorney at Law Roshan Prasad De Silva, executive committee member (2015/2016) of bar association of Aluthkade Magistrate Court Attorney at Law Sanjeewa Anthony Anuradha, and executive committee member (2015/2016) of bar association of Aluthkade Magistrate Court Attorney at Law Uthpala Suraj Gamage have been recorded. 

Accordingly, the acting IGP has issued a written notice to the president's secretary regarding to findings of the investigation. 

The findings reveal that former High Court Judge Pilapitiya had engaged in a phone conversation with Mr. Ramanayake according to the instructions he received. 

Upon querying former IGP Ilangakoon, it was revealed that Pilapitiya who was then the Fort chief magistrate had lodged a complaint regarding threatening. Measures had been taken accordingly to ensure the safety of the judges and the details pertaining to the incident should contain in the Police Headquarters, Ilangakoon added.

The findings also reveal that former state minister Ranjan Ramanayake did in fact threaten Pilapitiya. 

The investigations are ongoing as the incident was occurred a long time ago, and future findings are likely to reveal more information about the threatening, acting IGP said.
