Former President Maithripala Sirisena in 2015 had acquired the State Intelligence Service (SIS) through an exclusive gazette.

If the security forces that are under one's authority are not handed over to another party on a temporary basis, their full responsibility is entrusted with the head of state, in accordance with the Constitution.

In the wake of the Easter Sunday Massacre in 2019 the former President was abroad and no acting minister was appointed to the Defence Ministry upon his absence.

That being revealed, the former President may not be able to pass on the responsibility for the consequences of failing to avert the attacks bearing full responsibility, sources said.
